PPWR consultant: compliance through your supply chain
Brinx Procurement helps brands, producers and importers prove that their packaging complies with the EU Packaging and Packaging Waste Regulation (PPWR). Practical, supplier-driven and at fixed prices.
Why PPWR gets stuck in the supply chain
The PPWR (Regulation (EU) 2025/40) has applied directly in all EU member states since 12 August 2026. Every piece of packaging you place on the EU market must demonstrably comply, backed by technical documentation and an EU declaration of conformity.
The legal text is rarely the problem. The supply chain is. The data you need sits with your suppliers, spread across systems, departments and countries, and nobody is sure who owes which declaration. That is where Brinx starts: in procurement.
Our approach
1. Quick scan and role assessment
For each packaging type we determine whether you are a manufacturer, importer, distributor or fulfilment service provider, and which obligations follow.
2. Packaging portfolio analysis
We map all packaging, materials and components against PPWR requirements and deadlines.
3. Supplier data collection
We request the right declarations and test data from your suppliers, review them and chase what is missing.
4. DoC and technical file
We draft your technical documentation and EU declarations of conformity and set up how they are maintained.
5. Interim support
We run your PPWR implementation temporarily or reinforce your team, until it is embedded in purchasing terms and specifications.

Frequently asked questions
What is the PPWR?
The Packaging and Packaging Waste Regulation (Regulation (EU) 2025/40) is the EU’s packaging law. It replaces the 1994 packaging directive and applies directly in all member states, with no national transposition.
When does the PPWR apply?
The general obligations have applied since 12 August 2026, including conformity assessment, technical documentation and PFAS limits for food-contact packaging. Further requirements follow in phases: material-composition labelling expected from August 2028, and from 2030 recyclability requirements, minimum recycled content in plastic and a cap on empty space, among others. These tighten again around 2038–2040.
Who does the PPWR apply to?
Anyone who places packaging or packaged products on the EU market or trades them: manufacturers, importers, distributors and fulfilment service providers. Companies outside the EU shipping to EU customers are covered too.
When am I a "manufacturer" under the PPWR?
When you make packaging, or have it designed or made and place it on the market under your own name or brand. A brand owner who buys in packaging is therefore often the manufacturer – with the heaviest obligations.
What is an EU declaration of conformity (DoC)?
A statement in which the manufacturer confirms that packaging meets PPWR requirements, supported by the technical documentation. Both must be kept for five years for single-use packaging and ten years for reusable packaging.
What do I need from my suppliers?
Among other things: material composition, weight, presence of substances of concern (such as heavy metals and, for food contact, PFAS), recyclability, recycled content and the underlying test reports or declarations.
Does the PPWR apply in the United Kingdom?
No. The UK is outside EU law and has its own rules, such as UK EPR. But packaging shipped from the UK to customers in the EU must comply with the PPWR.
What does PPWR support from Brinx cost?
The PPWR quick scan costs €1,495 excl. VAT for up to 25 packaging types. Follow-up work such as portfolio analysis, supplier data collection and technical files is quoted separately.
